You can set the language of the web-interface up either globally or per-book basis.
System's interface language is specified in /local_config.inc.php file
$CONFIG['language']='eng';
windows1251 (rus), russian-utf8 (utf8_rus) and english (eng) are supported by now.
You can also specify the language for selected books. Just mention language in book's parameters:
language: eng
